District of Columbia to Implement Pearson VUE’s PULSE License Management System

Web-based tool offers licensees greater convenience while reducing waste

BLOOMINGTON, Minn., November 13, 2008 — Pearson VUE, the industry leader in computer-based testing, has announced the successful launch of its web-based, multi-board license management system for the District of Columbia Department of Consumer and Regulatory Affairs’ Occupational and Professional Licensing Division (OPLD). The PULSE licensing system provides applicants, licensees, and OPLD officials with a faster, more convenient way to manage licensing transactions; it also helps the environment by reducing waste and saving trees.

The District of Columbia Board of Accountancy is the first of 18 boards under OPLD administration to be migrated to PULSE. In all, the District of Columbia Department of Consumer and Regulatory Affairs regulates approximately 72,000 individuals and businesses in 127 professional licensing categories as diverse as plumbers, boxers, cosmetologists, and real estate agents. Over the next year, the PULSE system will be systematically extended to include the remaining OPLD boards.

PULSE allows users to initiate a wide range of licensing transactions online, with around the clock access. Previously, all business with the OPLD was conducted in person, over the telephone, or by mail. Now individuals can apply for new licenses or renew existing licenses, change demographic data, request a letter of certification, and much more at their convenience. PULSE even allows the general public to search for licensees so they can be sure that their contractor, plumber, accountant, or whomever they hire — is fully licensed.

“Licensees will see an immediate benefit,” said OPLD manager Clifford Cooks. “With transactions done on the Web, they can conduct business on their schedule — not ours. Licensees will save postage, time, fuel, and paper. It’s truly a win-win situation for everyone.”
